Almost 500 Carlow properties receiving Ukrainian accommodation payments

There are almost 500 properties in Carlow housing Ukrainian refugees that qualify for the Accommodation Recognition Payment (ARP).
The ARP is a monthly payment of €600 available to those providing accommodation to a person or people who arrived in Ireland under the EU Temporary Protection Directive.
The scheme launched in July 2022 and has gradually gained popularity in Carlow.
In January 2023, there were just 53 properties in receipt of the payment. That figure increased to 176, 12 months later, and more than doubled to 387 by January of this year.
The latest figure from July this year shows 494 recipient properties.
Revealing the figures in the Dáil, Justice Minister Jim O’Callaghan said to date over €339m has been paid nationally to some 26,100 recipients in respect of hosting over 56,700 temporary protection beneficiaries.
As of 13 July 2025, some 16,900 hosts are accommodating almost 39,600 temporary protection beneficiaries in over 21,800 properties supported by the ARP.
Under the Civil Law (Miscellaneous Provisions) Act 2022, which underpins the scheme, a host may apply for the scheme where they are the owner of the property or a tenant of the property, and where they have the consent of the owners and/or other tenants.
There has been some criticism of the scheme nationally from opposition politicians who say it should be means-tested and that it also impacts the rental market.
